Ethics complaint to the Vermont Bar

Good day-

I am unsure if I am doing this correctly. I may need a little help doing this as I am unable to get this complaint to email to the email address listed in the PRB Pamphlet. I have a major concern with one of the attorneys in your state.

{D} VT Bar ###### recently reinstated in Vermont.

{D} has been accused of sexual assault in the state of Nevada. I was the victim and his girlfriend. The incident was on video the police did attempt to get a warrant and the DA declined charges because, and I will quote what the Clark County Nevada DA said directly to me, “I can prosecute men who raped prostitutes, but you stayed with him.” I believe anywhere else {D} would be awaiting trial right now, instead he is possibly in your attorney general’s office.

The caveat to the issue is the way in which I made the complaint in that I did not go through the police because I didn’t think they would believe me. I had my reasons for not trusting our local authorities. So in lieu of the appropriate channels I sent it to his state office. He was Deputy Insurance Commissioner for Nevada. The Nevada Office of Administration was actually the agency that contacted the police. It was a mistake on my part as {D} had admitted to me that he has previously sexually assaulted women. I believe him to be dangerous. It is my moral obligation to protect other women and I failed in that in this case.

They were simply looking at the one incident on video and not the months of consistent sexual trauma he would inflict upon me at night while intoxicated. I am going to go back through again and work with the police to make sure the complaint is clear that it was not just the one incident. And I also, for your knowledge, have text messages going back and forth about his continued sexual assaults through out our relationship. I am still in intensive counseling for the trauma and I don’t have it in me to go back through again right now. Not yet.

I am attaching the complaint and the request for a warrant from the Nevada State Police. I pray you will take this into serious consideration. I understand that without D being charged, it mightn’t be something of concern or within the reach of the Vermont State Bar. I am not an attorney, but I believe this falls under 8.4(b) of The Vermont Rules of Professional Conduct but the rule is not clearly stated as to whether it is just acts that are felonious or actual felony charges.
